Man Sentenced to 15 Years for Raping Mentally Impaired Neighbor SCDAG
MEMPHIS – Oct. 23, 2014 - A southeast Shelby County man who pleaded guilty to raping his mentally impaired neighbor has been sentenced to 15 years in prison with no parole, said Shelby County Dist. Atty. Gen. Amy Weirich.
William James Scott, 46, aka Willie Sally, was sentenced by Judge Carolyn Wade-Blackett this week after he admitted to forcing himself on the 30-year-old female victim who has Down Syndrome and the mental capacity of a 5 year old.
The incident occurred on Sunday Oct. 2, 2011, in their apartment building in the 1500 block of Cane Meadow Circle near Hacks Cross Road and Bill Morris Parkway. Scott lived down the hall.
The victim’s sister arrived at the apartment to find her deep freezer blocking the door. When she entered and went to her sister’s upstairs bedroom she found Scott naked and having sex with her sister on the bed.
As Scott left the apartment, he asked the victim’s sister not to tell police. The sister identified Scott and DNA evidence also linked him to the crime.
The case was handled by assistant district attorney Katie Ratton of the DA’s Special Victims Unit which prosecutes cases of child sexual abuse and severe physical abuse of child victims; rape and aggravated rape of adult victims, and abuse of elderly and vulnerable adults.
