Melvin Bloomingburg, 46, and his wife, Kenya Bloomingburg, 42, each were indicted on two counts of aggravated child abuse and two counts of child abuse.
Melvin Bloomingburg is free on $75,000 bond. Kenya Bloomingburg is free on $25,000 bond.
They were arrested after their son called police last July 3 and told them he was chained by his ankle to the wall in his bedroom at the home in the 5000 block of Gaywinds Ave.
Investigators found the boy wearing clothes soaked in urine and with multiple scars, bruises and signs of malnutrition.
The boy told investigators he had to sleep on the dresser when his mother chained him in the bedroom and that his father had chained him inside a backyard shed for three days.
The case is being handled by assistant district attorney Josh Corman of the DA’s Special Victims Unit which prosecutes cases of child sexual abuse and severe physical abuse of child victims; rape and aggravated rape of adult victims, and abuse of elderly and vulnerable adults.
